Conceptual Framework

The Vote
Act by means of which a citizen takes part in an active way in the choice of the persons who want that they represent them or in the adoption of a decision, they declaring in one and another sense.

The Plebiscite
Is the pronouncement of the people summoned by the President of the Republic to rest or to reject a certain decision of the executive.

The Referendum 
Is the summons that is done to the people in order that it approves or rejects a project of juridical norm, or derogue or not an already in force norm.

The Popular Consult
It’s an institution through a question of general character about something important of the nation, region or state is submitted for the president of the republic, the governor or the major and the people have to pronunciate about this decision

The Opened Chapter
It’s a public reunion of the councils and the local administrations where the citizens could talk freely about their problems or give some opinions to improve the safety in the community

Popular Initiative
It’s the political right of the citizens or a group of citizens to present some ideas of laws .
The initiative can be direct or indirect. If it is direct, the presentation of the initiative ends in a referendum to approve it or to reject it. In case of the indirect initiatives, the request is taken in consideration by the legislative one, who decides if it is summoned or not the corresponding referendum.
